Position Summary:

We are seeking a Bilingual Career Development Specialist to support adults with disabilities and other barriers to employment in achieving their career goals. This role focuses on helping clients identify career paths, develop job search strategies, and connect with employment opportunities through one-on-one sessions and employer outreach. The position includes both in-house and field-based work and requires strong communication skills, empathy, and a passion for helping others succeed.

Responsibilities:

  • Provide individualized career counseling and job search support (in-person, phone, or remote)

  • Identify job and internship opportunities aligned with client goals

  • Coordinate informational and employment interviews for clients

  • Cultivate relationships with employers, staffing agencies, and community organizations

  • Track and document client progress daily

  • Maintain accurate IBHE compliance records

  • Attend career fairs, networking events, and employer meetings

  • Assist other departments with tasks as needed, including administration

Qualifications:

  • Bachelor’s degree preferred; relevant college education and work experience considered

  • Bilingual: Spanish/Polish/English

  • Valid driver’s license with a clean driving record

Salary & Benefits:

CLASS TITLE: Certified Rehabilitation Counselor


CHARACTERISTICS OF CLASS:

This is a Professional Rehabilitation Counseling position. Provides all aspects of Rehabilitation Counseling services to include initial evaluation, vocational testing, transferable skills analysis, rehabilitation plan development, job seeking skills instruction, rehabilitation counseling and comprehensive reporting, consultative service to clients and customers, and expert testimony.

Essential Job Duties:

  • Reviews all relevant case records including medical records, educational records, work history, personnel records, tax documents, vocational rehabilitation records.

  • Completes comprehensive vocational evaluation interviews according to the Vocamotive protocol with truthful and accurate reporting of details pertaining to client medical, educational and vocational history, and socioeconomic status. Completes accurate and competent evaluation of client behavior, personal presentation, verbal skills, pain behavior, and other aspects of client function to facilitate assessment. Travels to nearby and remote locations to complete client interview, client/customer consultation, provide job search assistance, or otherwise complete all aspects of client and customer service as required by circumstances of the case.

  • Completes Initial Vocational Reports, Rehabilitation Plan, Progress Reports, Labor Market Survey, Case Closure Reports and other Reports on a timely basis in accordance with Vocamotive protocol and reporting templates and style.

  • Develops rehabilitation plans to include client functional capacity, vocational rehabilitation goals, job targets, wage projections, performance expectations, recommendations, objectives, timelines, issues and rationale, according to Illinois Industrial Worker’s Compensation Commission (IWCC) guidelines and/or Vocamotive protocol.

  • Assesses client need for and complete recommendation for referral or direct referral for ancillary service provision to include physical therapy, occupational therapy, vocational testing (Certified Vocational Evaluator), functional capacity evaluation, psychological services, driving evaluation, or other services, as needed and in accordance Rehabilitation Plan and in accordance with Vocamotive protocol.

  • Demonstrates knowledge of past and current vocational research data, relevant case law, software and other tools relevant to vocational analysis, reporting and labor market survey to render expert vocational opinion. Maintains knowledge of relevant case law, vocational research, rules of civil procedure and evidence, and admissible testimony. Maintains knowledge of and adherence to Commission on Rehabilitation Counselor Certification ethical guidelines and utilization of Professional Disclosure forms. Maintains confidentiality of all Vocamotive client data according to HIPAA, VA, State and Federal Government statutory requirements.

  • Communicates with Vocamotive accounts/customers or other relevant parties regarding overall employability, vocational rehabilitation potential, obtaining additional information, and authorization of additional services, client progress/status, future recommendations and placement results or otherwise provide consultative service.

  • Supervises all aspects of the vocational rehabilitation process and provides direction and consultation to all Vocamotive staff involved in client service including Computer Lab, Job Development, Career Development and placement staff regarding vocational goals, training agenda, job lead identification, job seeking skills instruction, placement, and behavioral management.

  • Participates in weekly client staff meetings and meets with assigned clients at least once monthly.

  • Maintains case documentation and billable time entry on a daily basis.

  • Generates a minimum of 35 billable hours per week and maintains a 90 percent report timeliness as per Vocamotive protocol.
    MINIMUM QUALIFICATIONS:

Critical Thinking - Demonstrates effective critical thinking within the bounds of their education, work experience and level of professional development. The Counselor must be able to develop and execute rehabilitation plans to conclusion and provide appropriate documentation and written reporting without excessive supervision.

Judgment - Exercise effective judgment in interaction with rehabilitation clients, Vocamotive customers, professional service providers such as physicians, nurses, therapists and others involved in service delivery to the rehabilitation client, as well as in interaction with other Vocamotive staff and Vocamotive management.

Medical - Demonstrates effective understanding of medical terminology in order to read and interpret medical records, as well as to understand client functional capacities and limitations. Demonstrates knowledge of information and techniques needed to rehabilitate physical and mental ailments and to provide career guidance counseling including alternative treatment, assistive devices/rehabilitation equipment, as well as need for evaluation or assessment services. Required to demonstrate knowledge of human behavior and performance, psychological research methods and information related to the assessment and treatment of behavioral and affective disorders.

Job Development/Placement - Knowledge of policy and practice involved in personnel/human resource functions. This includes recruitment, selection, training and promotion, labor relations and negotiation strategies. Knowledge of United States Department of Labor guidelines for job analysis and assessment, physical demands identification, guidelines for internship and comprehensive familiarity with US Department of Labor resources including the Dictionary of Occupational Titles, Handbook for Job Analysis, O*NET, and other materials. Demonstrates knowledge of the Americans with Disabilities Act and related Interpretive Guidance provided by the EEOC. Demonstrates knowledge of human behavior and performance, mental processes, psychological research methods, and assessment and treatment of behavioral and affective disorders.

Legal/Insurance - Develops and demonstrates familiarity with Illinois Workers Compensation Law and maintain up-to-date information regarding Illinois Case Law and trends pertaining to rehabilitation.

Written Communication - Demonstrates strong written language skills in order to complete well-conceived, logical and effectively written business correspondence, including letters and reports, with proper language syntax, punctuation and vocabulary. Ability issue error free first generation written product for review by management staff. Demonstrates proper spelling, punctuation, and attention to detail, including names of people, medications or other detail. Issues clear and concise written directives to Vocamotive staff to facilitate rehabilitation plan implementation.

Computer Skills - Demonstrates competency with Microsoft Word, Excel and Outlook. Must complete all Vocamotive Computer training utilizing the Vocamotive training agenda provided to rehabilitation clients. Ability to keyboard at a minimum of 50 words per minute with 90% accuracy.

Planning and Administration - Demonstrates knowledge of principles and processes involved in business and organizational planning, coordination, and execution including strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods. Demonstrates knowledge of administrative and clerical procedures/systems, including Vocamotive office policy, filing and records management, forms utilization, as well as standard office procedure and terminology.

Interpersonal Skills - Demonstrates effective interpersonal interaction skills which include polite, professional and supportive interaction with peers, subordinates, and management. Responsive to direction and deal effectively with close supervision and constructive criticism.

LICENSURE, CERTIFICATION OR OTHER QUALIFICATIONS:

Required to consistently maintain the CRC credential, as well as other relevant credentials, which may include the LPC. Expected to maintain membership in appropriate professional organizations to include the International Association of Rehabilitation Professionals and the Illinois Chapter, and/or the National Rehabilitation Association. Must maintain a valid driver’s license and insurance.

WORKING CONDITIONS: Must be able to travel and work in outdoor weather conditions.

PHYSICAL REQUIREMENTS: Ability to lift up to 35 pounds on an occasional basis, ability to walk, sit, and stand throughout the day. Must be able to reach and have finger dexterity.
